Michael Chertoff Sworn in as Secretary of Homeland Security

In testimony presented yesterday to the House Appropriations Homeland Security Sub-Committee, Secretary Chertoff stated that as the DHS marks its two-year anniversay he will implement a program to "take a fresh, creative look at the Department itself -- including its organization, its operations and its policies."
