Effective immediately, companies registered with DDTC as manufacturers, exporters and brokers of defense articles must use version 4.0 of the DS-2032 form to renew registrations or to obtain a new registration. Prior versions of the form will not be accepted by DDTC after October 25, 2013.
The new DS-2032 form can be submitted
to DDTC electronically or in hard-copy until December 31, 2013. However, starting on January 1, 2014, the DS-2032 must be submitted to DDTC electronically.
The latest version of
the DS-2032 form includes a number of changes from previous versions of the form and makes changes due to the Export Control Reform process, including:
- Allows companies to consolidate their manufacturer, exporter and broker registrations;
- Updates the USML Categories, including adding new USML Category XIX for gas turbine engines;
- Allows for disclosure of intermediate parent and ultimate parent companies;
- Expands the certification requirements.

Amendments to ITAR's Brokering Requirements
Persons or companies registered as "brokers" under the ITAR should be aware that significant changes to the brokering provisions of the ITAR went into effect on October 25, 2013.
As a result of the changes to Part 129 of the ITAR, certain parties that were previously considered to be brokers under the ITAR may no longer be required to register with DDTC as a broker.
