U.S. Imposes Iran and Syria Nonproliferation Act Sanctions

The State Department published a notice in Monday's Federal Register advising that the U.S. Government has imposed sanctions on the following entities pursuant to the Iran and Syria Nonproliferation Act :
  • China National Precision Machinery Import/Export Corporation (CPMIEC) (China) and any successor, sub-unit, or subsidiary thereof;
  • Shanghai Non-Ferrous Metals Pudong Development Trade Co. Ltd. (China) and any successor, sub-unit, or subsidiary thereof;
  • Zibo Chemet Equipment Company (China) and any successor, sub-unit, or subsidiary thereof;
  • Defense Industries Organization (DIO) (Iran) and any successor, sub-unit, or subsidiary thereof;
  • Hizballah and any successor, sub-unit, or subsidiary thereof;
  • Sokkia Singapore PTE Ltd. (Singapore) and any successor, sub-unit, or subsidiary thereof;
  • Army Supply Bureau (Syria) and any successor, sub-unit, or subsidiary thereof;
  • Syrian Air Force (Syria) and any successor, sub-unit, or subsidiary thereof;
  • Syrian Navy (Syria) and any successor, sub-unit, or subsidiary thereof;
  • Industrial Establishment of Defense (Syria) and any successor, sub-unit, or subsidiary thereof;
  • Challenger Corporation (Malaysia) and any successor, sub-unit, or subsidiary thereof;
  • Target Airfreight (Malaysia) and any successor, sub-unit, or subsidiary thereof;
  • Aerospace Logistics Services (Mexico) and any successor, sub-unit, or subsidiary thereof; and Arif Durrani (Pakistan).
As a result, the following measures will be imposed on these entities:
  1. No department or agency of the U.S. Government may procure, or enter into any contract for the procurement of, any goods, technology, or services from these foreign persons;
  2. No department or agency of the U.S. Government may provide any assistance to the foreign persons, and these persons shall not be eligible to participate in any assistance program of the U.S. Government;
  3. No U.S. Government sales to the foreign persons of any item on the U.S. Munitions List are permitted, and all sales to these persons of any defense articles, defense services, or design and construction services under the Arms Export Control Act are terminated; and,
  4. No new individual licenses shall be granted for the transfer to these foreign persons of items the export of which is controlled under the Export Administration Act of 1979 or the Export Administration Regulations, and any existing such licenses are suspended.
Section 3 of the Iran and Syria Nonproliferation Act provides for penalties on foreign persons for the transfer to or acquisition from Iran or Syria of equipment and technology controlled under multilateral export control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems.
