CPB Issues Memorandum Summarizing Changes to Customs Programs in Miscellaneous Trade and Technical Corrections Act of 2004
Customs and Border Protection's (CBP) Office of Field Operations has prepared a memorandum summarizing the changes to customs laws mandated by the Miscellaneous Trade and Technical Corrections Act of 2004 (MTRCRA) that was signed into law by the President on December 3, 2004 (Pub. Law 108-429). The memorandum notes that the MTCRA affects CBP trade operation primarily in two ways: (1) it mandates that many import entries be re-liquidated to reflect the duty changes; and (2) it makes significant changes to many long-standing laws related to entry of merchandise, affecting such areas as liquidation, duty collection, protest, reconciliation and drawback. The memorandum notes that a majority of the provisions contained in the Act will went into effect on December 18, 2004 and sets forth the effective dates of the other provisions.
